RDA Orana updated their website stating as follows:

RDA Orana currently has a limited ability to accept applications for Skilled Work Regional (Provisional) visa (subclass 491) for the remainder of the 2021-22 program year. Our allocation is almost full and the spaces we have left are limited.

(Earlier on 17 May they did mention that they would be no longer able to accept new applications)
